CIRCULAR
ON
AMENDMENTS TO THE REGULATION ON HIGH SCHOOL GRADUATION EXAMINATION PROMULGATED
TOGETHER WITH CIRCULAR NO. 04/2017/TT-BGDDT DATED JANUARY 25 2017
Pursuant to Law on Education dated June 14 2005
and Law on amendments to the Law on Education dated November 25 2009;
Pursuant to Law on Higher education dated June
18 2012;
Pursuant to Decree No.123/2016/ND-CP dated
September 01 2016 by the Government defining the function, tasks, powers and
organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No.69/2017/ND-CP dated May 25
2017 by the Government defining the function, tasks, powers and organizational
structure of the Ministry of Education and Training;
Pursuant to the Government's Decree No.
75/2006/ND-CP dated August 02, 2006, elaborating and providing guidance on the
implementation of a number of articles of the Law on Education; the
Government's Decree No. 31/2011/ND-CP dated May 11, 2011 on the amendments to
the Government's Decree No. 75/2006/ND-CP dated August 02, 2006, elaborating and
providing guidance on the implementation of a number of articles of the Law on
Education; the Government's Decree No. 07/2013/ND-CP dated January 09, 2013 on
amendments to Point b Clause 13 Article 1 of Decree No. 31/2011/ND-CP ;

Article 1. Amendments to the
regulation on high school graduation examination promulgated together with
circular no. 04/2017/TT-BGDDT dated January 25 2017
1. Point a clause 2 of Article 12 is amended as
follows:
“a) To take the exam, a candidate must register,
fully and punctually submit the required documents.
2. The second paragraph of Point a clause 2 of
Article 13 is amended as follows:
“- A copy of high school record or continuing
education record at high school level (certified true copies from originals,
copies issued from original books or simple copies with originals for
comparison)
b) In addition to the documents prescribed at Point
a clause 3 of this Article, a free candidates must add the documents below to
his/her application:
- If the candidate was disqualified due to poor
academic performance as mentioned in Point c clause 2 Article 12, the
confirmation of learning capacity provided by the high school at which
candidate studied for grade 12 or by the units of registration is required.
- A copy of certificate of lower secondary or
intermediate graduation (certified true copies from originals, copies issued
from original books or simple copies with originals for comparison)
- Study suspension document (if any) confirmed by
the headmaster of high school where candidate took the exams in the previous
year.

3. Point a clause 1 of Article 25 is amended as
follows:
“1. Grading members shall follow the grading
instruction, answers and scales of the Ministry of Education and Training.
Written paper is graded on scale 0-10,the total score shall be rounded to the
nearest one hundredth.”
4. Clause 1 of Article 38 is amended as
follows:
“1.Candidates who meet the requirement of taking
the exam, have no discipline record at the level of score disposal, have no
subject within the chosen 4 tests scored with 1 point in scale 1-10 and have the
grade-point average for graduation recognition from 5 and above are qualified
to be recognized.”
5. Clause 6 of Article 49 is amended as follows:
“6. Candidate who commits one of the following
violations shall be cancelled their exam result and have their violation
reported for the handling of competent authority in accordance with laws :
Fake documents to enjoy privileges.
b) Submit invalid documents;
c) Let other take the exam or takes the exam for
other by any means;

dd) Submit the invalid score certificate;”
6. Clause 2 of Article 53 is amended as follows:
“2. Establish the delegation of officials and
lecturers to cooperate in organizing the exam at local examination center as
appointed by MoET. Payments to employees and lecturers of universities,
colleges and other units appointed by the Ministry of Education and Training to
participate in organization of the examination shall be covered by the local
authorities in accordance with current regulations.”
Article 2.
1. 1. The phrase “Cục Khảo
thi và Kiểm định chất lượng giáo dục” is replaced by “Cục Quản lý chất lượng”
in point b clause 1 of Article 6.
2. 2. The abbreviated phrase " KTKDCLGD” is
replaced by “QLCL” in : point b clause 1 of Article 6; point a, b, c clause 2
of Article 17; clause 6, 8 of Article 26; clause 1 of Article 28; clause 2 and
4 of Article 31.
3. 3. The phrase “Ủy ban Dân tộc”
is replaced by “Thủ tướng Chính phủ” at the fourth
paragraph in point a and the first paragraph of point b clause 1 of Article 36.
4. 4. The phrase “chất độc màu da cam”
is replaced by “chất độc hóa học” at the fifth paragraph
in point a clause 1 of Article 36.
5. 5. Remove the provision at the third paragraph
in point c clause 2 of Article 12.

7. 7. Remove the phrase “ở thôn đặc
biệt khó khăn” at the fourth paragraph in point a and the first
paragraph of point b clause 1 of Article 36.
Article 3. This Circular takes effect on April 15 2018.
Article 4. Chief of Office, director of Education Quality Control
Authority, heads of relevant units affiliated to the Ministry of Education and
Training, Chief of the General Staff, directors of education and training
departments, Director of Department of School – Ministry of Defense, Director
of Training Department - Ministry of Public Security, directors of institutes
and academies, headmasters of universities and colleges that provide teacher
training are responsible for implementation of this Circular.
